WHEN TO HAVE BOTH AGENT & MANAGER
Most actors do not need to have both an agent and a manager, so it is usually best to have one or the other. For some people it is beneficial to have both: this could be because you're young and hot and talented, and the chances are better that your career will move very quickly, or it could be because you have reached a stage in your career where you have a recognizable name (I'm not saying you have reached stardom but rather that all of the casting directors know who you are). If you are pursuing commercials it is always best to work through an agent rather than a manager, because casting directors want many of the same type per role, and it's less time consuming if she calls and agent where she has hundreds to choose from, instead of calling a manager for one or two clients.
